State Council Promotes Blockchain Empowerment for Urban Governance and Digitalization of Housing Transactions

On May 28, according to the Chinese government website, the State Council proposed in the "15th Five-Year Plan for Urban Renewal" to promote the digital transformation of entire cities, build a City Information Model (CIM) basic platform, and create a digital foundation that is intensive, unified, data-integrated, and highly collaborative. The plan requires improving the CIM basic database and standard system, expanding "CIM+" application scenarios in urban renewal, and promoting the coding of housing and municipal facilities, as well as building a national basic information database for housing and municipal facilities. At the same time, the document proposes to promote the empowerment of blockchain in housing transactions, property registration, and other businesses, improve the three-level urban operation management and service platform system at the national, provincial, and city levels, and promote the "one network for unified management" of urban operations.
